I'm avid on iro, i tripped and fell onto this, and was like wtf; this looks cool. As i type it's dling from the http dl section, my only question is after it is dl'd and installed it doesn't seem to wrok (had it earlier today)

it shows on meh task bar like it started then in about .5 seconds it dissapears. So, wtf? /wah

I put the ex1 in the same folder as teh game, then it gives me a popup where i go through folder, but since i don't know jap. i have no clue what it wants of me o.O;;

It wants you to select the folder that has your origional RBO.exe in it

You should read the "how to unlock novice" topic.
Or you could just read this:
You have to complete the game (stages 1-8) with 1 character from each class AND watch the ENTIRE credits.
After completing the game with novice you unlock stage 9.
